VALUES BASED PROCUREMENT – Assessing economic, social and environmental impacts of municipal food procurement policies: The role of participatory action research

Many MUFPP cities are adopting food policies to support values of sustainability and social protection, for example support for nutritious local foods from smallholders, resilience to climate change, strengthening urban-rural linkages, protection of land, biodiversity and ecosystems, supporting urban and rural livelihoods, etc.  Nonetheless, there has been little research on the overall effects of these values-based policies across cities.  

The purpose of this interactive session is to explore cities’ public food procurement policy goals and implementation strategies. Following a brief introduction of the City Food Policy project, a research approach that uses qualitative and quantitative analysis of decision making by supply chain stakeholders in value chains, selected cities will be the subject for discussions in small groups with other participating cities and partner organizations. 

Preselected cities will be asked to identify their measurable goals and implementation strategy. Then, two questions are proposed for all working groups:

1) What stakeholders might be directly or indirectly impacted by policy implementation? and

2) What do cities want to know in order to better understand if the proposed policies and implementation strategies will achieve the goals? 

Each group will discuss the stakeholders that might be directly or indirectly impacted by policy strategy and what cities want to know to better understand if the chosen policy goals will achieve their goals.

The session will conclude with a town hall style reporting on what was learned in the work groups. Cities just beginning to apply values in their procurement systems and those with experience will be joined up in each working group facilitated by organizations that support cities’ efforts to make best use of their procurement practices.
